The medical term is rectal prolapse and yes they can be. They can lead to anal incontinence, solitary rectal ulcer syndrome, and malnutrition. It's also worth noting that rectal prolapse, or rosebud, is the result of the rectum slipping out of place, caused by a weakening of the muscles that hold the rectum in place.
