What differentiates having a sexual experience with a person of the same gender (experimenting) and being homosexual?

Someone who may be experimenting with their sexuality is not necessarily homosexual. If a person is curious and is open-minded enough to try it out to see if it feels right - that does not make them gay or even bisexual for that matter. A person can be classified as homosexual if they realize that being with someone of the same gender feels right to him/her. For too long gay people have been made to feel shame for what is in their heart. It takes strength and courage to follow ones heart in the face of such adversity and hate.
